Mr. Tribhuvan Darbari is a top management professional with nearly 35 years of rich and diversified experience in Corporate Strategy, New Business Development, Sales & Marketing, Commercial Operations, Project Management, Financial Management, Strategic Alliances & Joint Ventures, International Trade Collaborations & MoUs, Strategic Relationship Management, Corporate Affairs & Communications, Human Resources Management, and leadership across key Government and industry sectors.

Since 1987, he has served at the levels of Deputy Secretary, Director, and Joint Secretary in the Government of India, including under the Cabinet Secretariat, Ministry of Power, Ministry of Petroleum, Natural Gas & Chemicals, and Ministry of Communications & Information Technology. He has also held senior leadership positions as General Manager, Vice President, Director, and Chief Executive Officer with five Fortune 500 corporations, namely ONGC, Tata Group, Hewlett Packard, Huawei Technologies, and China National Petroleum Corporation (CNPC/CPP). Over the past two decades, he has played an active role on several strategic national and international government, institutional, and industry committees, contributing to policy, trade, infrastructure, defence, energy, railways, and international economic cooperation across multiple sectors and geographies.

BIMSTEC Business Council Secretariat

ASSOCHAM unveils India’s BIMSTEC Business Council Secretariat; Focus on Trade, Connectivity & MSMEs Ahead of 2027The Associated Chambers of Commerce and Industry of India (ASSOCHAM) has reinforced India’s commitment to regional economic integration with the launch of the India leadership of the BIMSTEC Business Council. Designated by the Ministry of External Affairs, Government of India, ASSOCHAM will serve as the India Secretariat for the BIMSTEC Business Council. The chamber will facilitate industry participation, policy dialogue, and regional business collaboration among the seven BIMSTEC member countries. Aligned with the BIMSTEC@30 (2027) vision, the initiative aims to enhance trade, connectivity, and private sector partnerships across a region with a combined GDP of nearly USD 5 trillion. Tribhuvan Darbari, Chairman, BIMSTEC Business Council Secretariat, said, “BIMSTEC represents a USD 5 trillion opportunity. The time is ripe to unlock this potential through deeper trade integration, stronger supply chains, and seamless connectivity. Texmaco Rail & Engineering Limited

Texmaco Rail & Engineering Limited (TREL) is the flagship heavy engineering and rail manufacturing company of the USD 3.5 Billion Adventz Group, with a distinguished legacy dating back to 1939. It is one of India’s most respected and strategically significant railway engineering and infrastructure enterprises and an end-to-end railways solution company, with fully integrated manufacturing and engineering capabilities across: Freight wagons and rolling stock Cast steel and iron foundry Rail EPC and turnkey infrastructure projects Steel structures, OHE, bridges, and hydro-mechanical equipment International sourcing, exports, and technology partnerships, joint ventures, and alliances with leading multinationals from the USA, France, Germany, Japan, Australia, and Europe. Texmaco Rail & Engineering Ltd.’s total revenue was ₹5,106.6 crore for the fiscal year ending March 2025 (FY 2024–2025). A cornerstone of TREL’s engineering capability is its state-of-the-art foundry division, established with technology from the world-renowned M/s Kunkel Wagner, Germany. TREL has the only facility which has earned the rare and prestigious distinction of being qualified to export railway castings to the North American market. TREL has a vibrant Joint Venture with the Wabtec Corporation, USA (Westinghouse Air Brake Technologies Corporation). The JV has been formed to initially provide hi-tech freight products and services such as Draft Gear, Bogie Mounted Braking, and other state-of-the-art railway products to the Indian Rail Network, which is expected to expand and modernise. This collaboration is facilitating the latest generation of safety and control equipment and systems, a critical need for Indian Railways and a high-priority area for the Government. In February 2025, TREL also signed a landmark Global Supply Services Agreement with Trinity Rail Group LLC, a global leader in advanced rolling stock leasing and manufacturing solutions for the North American market. TREL’s Global Capability Centre in Faridabad shall serve as an innovation hub, fostering next-generation solutions that will reshape freight transportation globally. Another recent acquisition by TREL is the ₹615 crore acquisition of a 100% stake in Jindal Rail Infrastructure. The acquisition is the largest in the history of India’s rolling stock industry and will significantly ramp up Texmaco’s manufacturing capacity, making it the largest producer of wagons in India, the company said in a statement. In order to ensure TREL’s association with the prestigious Vande Bharat programme of the Indian Railways, TREL has recently acquired a 51% stake in Saira Asia Interiors Private Limited from a clutch of private investors. Saira Asia is a railway interior company with international customers like Bombardier, Alstom, and Hyundai-Rotem in its portfolio. This acquisition would lead to business expansion, ranging from freight to passenger mobility, and mark TREL’s entry as a supply chain partner for the interiors of the Vande Bharat trains. Another significant 50:50 Joint Venture of TREL is with Nymburk (a part of the ₹40,000 crore Slovakian conglomerate AZC Orbis) for the manufacturing of freight wagons and railway components for both the Indian market and exports. This initiative is a shining example of promoting FDI in India and is expected to provide direct employment opportunities to over 500 Indian workers. The company’s production facility, located in Nymburk, Czechia, shall contribute significantly to the railway modernisation plans of various European nations. TREL occupies a leadership position in India’s railway and heavy engineering ecosystem, serving Indian Railways. Simon India Limited (SIL), a key EPC/EPCM company of the USD 3.5 Billion Adventz Group, was originally established as a 50:50 Joint Venture between Zuari Industries (India) and Simon Carves (UK), and later became a wholly owned subsidiary of Zuari Industries (now Zuari Global Limited). With revenues consistently in the ₹2,000–3,000 crore range, SIL is today one of India’s leading engineering and project execution companies across fertilizers, chemicals, petrochemicals, oil & gas, refineries, cement, power, and steel sectors. Zuari Indian Oil Tanking

Zuari Indian Oiltanking Limited, a 50:50 joint venture between Indian Oiltanking Limited and Zuari Agro Chemicals Limited offers independent terminalling services to Zuari Agro Chemicals Limited, Hindustan Petroleum Corporation Limited and Bharat Petroleum Corporation Limited.The terminal is exclusively for petroleum products such as Naphtha, Motor Spirit, High-Speed Diesel and Superior Kerosene.

Adventz Group

TDSPL

Texmaco Defence Systems Private Limited (TDSPL) functions as the defence marketing and manufacturing company. The company has played a pivotal role in identifying, engaging, and concluding strategic partnerships with globally renowned Original Equipment Manufacturers (OEMs) for technology transfer, joint production, and localization of advanced defence systems, including artillery platforms, armoured systems, air-defence solutions, ammunition components, mobility platforms, and next-generation battlefield technologies.
